In our evaluation of whole system / place-based approaches, we use a system maturity matrix, the full version of which you can see attached along with some anchor examples to being the system maturity matrix to life.

The content of the System Maturity Matrix has recently been revised. No major changes have been made therefore any data you have collected in relation to the nine conditions will still be relevant.

The information about the changes are on the Updates to the SMM 2026 page - 

The guidance for the system maturity matrix and survey are now available. 

You can find the documents on the right hand side of this web page along with the revised system maturity matrix, anchor examples, a workshop guide to support you with completion of the system maturity matrix and survey and some FAQs.

In our evaluation of whole system / place-based approaches, we use a system maturity matrix. In response to feedback on its use in practice, we have made some updates to the System Maturity Matrix for 2025:

- No major changes have been made
- The conditions and sub-conditions remain the same as last year but
- We have simplified the language and
- Clarified the difference between sub-conditions and maturity levels.
